Not all accounts can set up Anonymous FTP access, you need a dedicated IP to set up Anonymous FTP access in Plesk, if you already have a dedicated IP address, follow the below steps.

Login to your Plesk panel.

Go to Websites & Domains.

Under the Websites & Domains tab, click on FTP Access icon.

Select Anonymous FTP tab to set up Anonymous FTP access.
