Follow the below steps to create a database in Plesk.

Login to your Plesk panel.

Go to Websites & Domains tab.

Click Show Advanced Operations to expand the options.
-
Click Website Scripting and Security.
-
For PHP support, select "Apache module" for the run as option.
-
Click OK.
