Solution
The full error will normally look like this:
Task 'you@your.com - Sending and Receiving' reported error (0x800CCC0F) : 'The connection to the server was interrupted. If this problem continues, contact your server administrator or Internet service provider (ISP).'
The problem is that Outlook Express / Outlook will choke and generate this error on certain malformed email messages (like one with no subject or no body) - you have to delete such a message with webmail before OE will work again. To do that please login to your webmail interface and try to find these kind of emails and delete them.
Also try to disable your anti-virus solution and try to download emails and see if it works. If that works, the solution with Norton Antivirus is to go to Setup and disable "scanning of incoming email" (this is a Norton problem). Your mails and attachments will still be scanned when you open them, but not when you receive them, solving in this way the "connection interrupted" error that you get.
Also:
Please make sure that you are not using a proxy server to connect to your mail account.
Make sure your are not using SSL for the connection.
