Hi,

I'm considering getting a ColdFusion on Windows host account. What are the MSSQL database server access options? For example, can I run Microsoft's SQL Server Management Studio Express to interact with the DB? If so, can the connections between my client and the server be encrypted, through a VPN tunnel for example? What other DB creation/management options are there.

You can indeed connect to your MSSQL databases using Microsoft's SQL Server Management Studio Express. You can also manage this via Plesk but all databases must be created from Plesk. As for the VPN tunnel I believe that isn't possible on shared servers.
