relative urls

What setting is it specifically in Plesk (WIN) or IIS that causes urls that look like this...

"/images/whatever.gif" to point to

D:\inetpub\vhosts\default\htdocs in some domains and
D:\inetpub\vhosts\mydomain.com\httpdocs in others?

We have a reseller account and it works fine in some but not in others.

We have one site that has an live domain name that works fine, but the ones that aren't live do not point to the root httpdocs.

We are trying to figure out how to setup beta accounts so that we can test the site before going live with a domain name.

I've looked all over the forums, support, plesk, microsoft stuff and can't find an answer.
